That's a mob for a quest. Billy McClure. Fun fact as well, pre-cataclysm, Goldtooth was inside the mine, near the bottom.
I really like all these Easter eggs man! I think it would be really cool to have a in depth tour of each main city as well. You focus a lot on the furniture and architecture more than items so I'm a big fan 🙂
